He is a doctor, and taught to be a skeptic.

I suspect any commission he would appoint would be window treatment synthesixing the existing literature and recomending 1) the use of pot as a pain reliever prescribed by physicians and 2) the redesignation of pot as anything but a schedule 1 narcotic, and possibly even complete decriminalization and regulation like alcohol or tobacco.
