Invest $420 Billion over 10 years (2011-2020) and hence forth PV to be cost competitive with other forms of generation. Thats a preatty big assumption when your plan calls for installing Terrawatts of PhotoVoltaics. And then somehow having enough competitive advantage with the PV generation to use the fuel savings to pay for the infrastructure upgrades to provide 24/7 power nationwide.

$10 Trillion over 40 years sounds a whole lot more like reality to me.
