3. This argument seems beside the point to me.
Percentages aside, China is importing more oil than they used to, and that amount is growing.

It's not about "blaming" any one country. It's that more countries are using more oil. And that demand will easily eat up any additional capacity that the oil industry can bring on line.

And the fact that they are burning enormous amounts of coal isn't such great news, either. I wish they'd build even more nuke plants, although at least they *are* building nuke plants, unlike us.
