Fact: On December 8, 1941 FDR asked Congress for a declaration of war against Japan and only Japan.

On Decemeber 11, 1941 Germany and Italy declared war on the United States.

Only after Germany declared war on the U.S. did the U.S. reciprocate. I can't remember if Congress passed the resolution on December 11 or 12, 1941.
