Those two have a long, long history - we're talking at least 20 years they've been doing this.

Rove gives Novak info, and Rove gives Novak another guy who will corroborate, so Novak can go to press with the story. Rove refers Novak to Libby, who is waiting and confirms the story.

Then the story goes out as "top administration officials, on condition of anonymity," or "well-placed sources say" is used.

They use this routine to start the story, then they stoke it like a fire in a fireplace, to get the flames of the story rolling.

Rove and Libby talked to at least 6 journalists each, and they were selling the story and saying "she's fair game."

All the analysts who are certain the case is weak against Rove for outting the agent are missing the point. Lying to the grand jury is what Rove is going down for, and this latest appearance is at his behest. He knows it's his only chance to stave off the indictment.
