17. Bush betrayed his base
The wealthy are his financial base, his overlords, but his political base is the rightwing, fundamentalist, anti-abortion, pro-hard right judges on the Supreme Court.

They are the ones who labored in the phone banks, identifying the voters, and getting them to the polls.

And they feel Bush has let them down. All this time they have worked just to get to this moment in time, and suddenly Bush doesn't name one of the people the right knew was one of its own.

I think he's broken faith with them, and they won't trust him again. Their dream of busting Roe v. Wade is probably over.
