4. Then they should mention a dollar amount, not a percentage
For instance, Bush's tax cuts for those making over, say, 250,000 in yearly paid income will be repealed. Tax cuts for everybody else below that will remain. Then you could raise taxes on dividends and stuff to make the code more fair.
