17. Clinton never lost his popularity, and that wasn't as much the point
as the fact that a lot of time to get things done was wasted, and Gore was forced to make a decision. We will never know if Gore's decision was wrong....but we know that he was forced to make it because of Bill's behavior. We also know that Bill's indiscretion allowed the GOP to frame a message that didn't have to be. That cannot be denied.
