Based on what I know about the County (I live there).

It would appear that a big factor was Republican apathy. In my Ward, John Kerry got 242 votes in 2004, while Bush received 776 votes. In yesterday's primary, Hillary/Obama received 320 votes while McCain/Huckabee received only 205.

The same was true in a bellwether ward in the City of Waukesha where the Kerry/Bush split was 481/575 in 2004. The totals for Democrats/Republicans in the primary was 312/110.

It would appear that while some Republicans may have crossed over, most of them simply stayed home.
