111. Among whom is the photo circulating?

The core message the Drudge Report tries to get cross is "stressed Clinton staffers circulated a photo". Do we know among whom this photo is circulating? If it circulates among Clinton's staffs, it would not be an issue, would it? If among large scale of broadcast, then many people can come out to provide the evidence. So far, we only know "drudge says". Is any obvious problem here? Do some homework first please. This is a kind of bad taste politics.
