He knew that the War Powers Act was there for a PURPOSE. Those that voted for the IWR, over-rode the War Powers Act

There were over 20 Democrats and 1 republican in the Senate who voted against the IWR

Those who voted for it, DO NOT DESERVE TO BE PRESIDENT
