4. Really? This is what I saw:
PHILLIPS: Well, you know, I have to ask you this. Why don't you pay for the postage? A lot of seniors that I know in Oregon saying ask him why they don't pay for the postage.

BILL BRADBURY, OREGON SECRETARY OF STATE: Well, you know, we never paid for the gas for you to drive to your polling place. So my attitude is you can pay for the postage because we mail you the ballot. We pay for that postage, so you can pay for sending your vote back in.

And then I found this:

Voting by mail began in 1998. Oregon voters pick a political party when they first register to vote. The County Board of Elections sends ballots to each voter according to his or her party affiliation. No postage is needed to mail in the ballot, which can be dropped in any mailbox throughout the two weeks leading up to election day.

So ... I dunno. I'll take your word for -- no postage needed if mailed within the US.
