It doesn't have to be anything illegal or unethical that turns up. Hillary would be SoS and Bill could have ties to foreign entities that could be considered conflicts of interest. They could still be perfectly legal and nothing worth criticizing him over, but they could still pose a problem for her.

I don't think anyone is expecting them to turn up the secret plans to kill Vince Foster.
