direction? The Constitutional power and authority for foreign affairs rests exclusively in the President, except for the power of the Senate to advise and consent (or not) to those he nominates. And, yes, she would be his underling, both as a Democrat and as Secretary of State. If she stays in the Senate, she would be his underling only as a Democrat.
