5. The Clinton foreign policy team largely came from the Carter Administration
Warren Christopher, Madeleine Albright, Anthony Lake, and Sandy Berger all worked in the Carter Administration. Les Aspin came from Congress but he didn't last very long and he was replaced by William Perry who worked in the Carter Administration.

Carter's foreign policy team came from the Kennedy/Johnson Administrations and Kennedy/Johnson's foreign policy team came from the Roosevelt/Truman Administrations. Part of Roosevelt's team probably came from the Wilson Administration (including Roosevelt himself) but also before Roosevelt, the modern federal bureaucracy didn't exist like it does today. Roosevelt basically built the first modern Democratic foreign policy team and Ike built the modern first Republican one.
