I think its clear. Not much real voter fraud has been documented. Totally insignificant.

But its clear that many hundreds of thousands or millions of people who should have been able to vote in the 2004 elections weren't allowed to because of deliberate malfeasance, misfeasance, bad rules, manipulation, suppression, etc.

I think the ratio is about 1000 to 1 at least. So where's the problem; do we need to make it harder for minorities and students to vote(and have more security from voter fraud- which is not a clear problem)

or make it easier for people eligible to vote to register and have their votes counted.

I think the answer is clear; and there are some states out there with reasonable registration systems and reasonable provisional ballot systems and rules to emulate.
