5. Well, even if that's true
it's not the insurance company that should be making the call that a certain medical practice uses CT scans too often.

1) They have no discernment to decide when it is appropriate and when it is not, no knowledge of the patient in question other than their paperwork.

2) They are equally compromised in the conflict of interest dept because their primary motive is not providing services to patients, but to turn a profit. Anytime they can believably refuse to pay, they will.

In a universal healthcare system like the UK, the go'vt buys the equipment, so there is no incentive/disincentive to use it more or less as required.

I wonder how Canada handles that since their medical practices are private?
