It's just not showing up as budgets. But, it still shows up as GS, it still results in corrected deficit numbers, and is still accumulated into the national debt.
That's why it's not really "off the books". The spending can still be traced through the system. But, from a PR standpoint, they don't have to include in the budgeted deficit. They wait until after the fiscal year to correct the deficit.
Then, they can tout $350 billion in deficit spending, per the budget, and when everyone is now looking at the next budget, the number gets adjusted to $460 billion. Convenient, huh? The Professor
