Because of the warm temperatures, it caused water to evaporate instead of absorb in to the ground, like it normally does in the spring (since our ground is still frozen). Now the normal run off is gone. We've already been on water restrictions in the suburbs the past few years. I'm thinking that instead of every other day - we're probably go to a no auto-water for the hottest months this summer. Similar to a couple years back - maybe worse.

ETA: not that I'm trying to keep my grass green, but I do have a nice organic garden. I plant it each year with our most used crops, to help with money, health - and because I'm able to give to my neighbors as well. We do plan on using a big run-off tank in the back this year for watering, but it would be nice to have back-ups on timers for when we're not home. We have to handwater everything instead.
