My understanding is that was started under Bush 41, perhaps earlier. Much in the same way as in 1976 then CIA-Director Bush made a deal with the Saudis to look the other way as Saudi intelligence funded Pakistan's nuclear program and paramilitary (Mujahadeen forces) in exchange for Saudi money to continue covert US intelligence activities banned by Congress after Watergate and the Church Committee hearings.
