in all kinds of weather. Lots of people who live in Topeka remember the Phelps as the candy selling kids.

There is a book that was written about them and this passage you posted may be from that book. A reporter for the Topeka paper wrote it and then got into a dispute with the newspaper as to where the sales for the book would go - to the reporter or to the newspaper. It was only when court testimony became public info that any of us got to read it. To my knowledge, the book was never published. But it was online for years and that's where I read it.
