James admitted to intelligence writer Joe Trento that Allan Dulles gave him the job as head of CIA security in exchange for exempting "Dulles and 60 of his closest friends" from polygraphs and full background investigations. Many of these were, of course, the OSS officials who oversaw Project Paperclip and Sunshine, which permitted the old Nazis to escape justice and enter the new Gehlen Org.

The Bushes been in on this since the very beginning. They ran the bank accounts in New York and Mexico City that were used to transfer funds looted by the Nazis from Europe.

That's how "intelligence failures" happen.
