81. Maybe the author of the WSJ piece writes forwarded wingnut emails in his spare time.
Because that article sure sounds like a slightly more literate version of the latest email forwarded to me by Batspouse's dotty uncle in Texas. It was an fantasy transcript of Bush's imaginary farewell speech where he basically goes off on a self-pitying diatribe against that part of the country so desperate for change they actually support the Democratic ticket. Which meant they weren't even recognizable to imaginary Bush as real Americans. Oh, and they don't appreciate the great job he's done as Preznit because they are ungrateful, terrist supporting wretches who unfairly blame imaginary Bush for things that are not his fault. Needless to say, the list of things that are not imaginary Bush's fault encompasses pretty much the entire 8 year shitstorm we've been enduring.

Guess it's just the wingnut way: Arrogant, posturing bullies when in power; angry, self-pitying evaders of responsibility when things go south on their watch.
