It is an excellent, straightforward documentary about how the Bush administration, under Cheney's guidance, institutionalized torture. It also tells the story of the military lawyers, JAG officers, and interrogators who rebelled against the policy and tried to stop it. It is essential history for this issue and devastating in its conclusions.
