16. If Earle thought he could get a conviction, he'd go to the Grand Jury
He's not going to do it unless he's sure he can prevail. The case against Delay must be just vague enough to get Earle to back off. Earle must also be having a difficult time getting those already indicted to turn state's evidence against Delay. Can't blame them as they would probably like to live to see the sunrise tomorrow. They'd be walking dead men if they did it.

Delay must have been successful in keeping enough of an arm's lenghth relationship with this to keep it vague.

if you're poor and not well connected, you go to jail for the most trivial of offenses (mostly drug-related) . . .

if you're rich and well connected, you can literally get away with murder, and virtually any other crime you care to commit . . .

and nobody seems to care . . .
