Here's probably a good reason why Rove thought it would be easy to steal the vote in Nevada ....it is number 49 in the nation for high school completion. And this was a nation's future-deciding battleground state.

Economic analysis reports Nevada flunking

Education, 'business vitality' seen as weak areas

If Nevada were a student, it would probably have to repeat a grade, according to CFED, a nonprofit, nonpartisan economic analysis organization.

A weak educational system is one of the main problems identified in Nevada by the Washington, D.C.-based organization in a study announced today.

The study by the group formerly known as the Corporation for Enterprise Development gave the Silver State failing grades on two of three broad categories that dealt with economic and quality of life measures.

Nevada got an F for "development capacity." That reflected low scores for basic reading and math proficiency, the number of students graduating from high school and college and other various factors.

Among development capacity categories, Nevada ranked 49th among the states in high school completion rates, 43rd in college attainment, 47th in basic reading skills and 43rd in math proficiency.
