Cop accused of bilking elderly

In 1983, Chicago Police Officer Donald Owsley responded to a burglary call at a 93-year-old woman's house. They quickly developed a friendship, and Nena Adams signed over her $250,000 home to the officer.

But authorities grew suspicious about whether Adams was capable of making such a major decision. She suffered from severe dementia, was unable to walk or clean herself, and excrement was found all over her house in the 2900 block of West Wilson.

Cook County Public Guardian Patrick Murphy sued Owsley, and the property was returned to Adams' estate. She died in 1985 during the legal wrangling.

On Friday -- more than two decades after Owsley was accused by the guardian's office of preying on Adams -- he was charged with financial exploitation of the elderly, official misconduct and forgery for allegedly bilking a 90-year-old Northwest Side man out of his nearly $1 million estate.

Owsley, 57, turned himself in at Chicago Police Department headquarters Friday and was stripped of his police powers. The department will move to suspend him.

but nonetheless the case was public - and thus hard to "coverup" the corruption... while that shouldn't surprise me (I do know these things) the degree of arrogance around things like this still do surprise me... in the sense of the boldness and depressing state of affairs in which we still find ourselves.

6. When you have a Chicago Police Department Commander putting bags...
...over peoples heads until they confess to murders they didn't commit over a period of about a decade, and to the point over half the people on death row were found to be Innocent, the boldness of the corruption in Chicago does not surprise me at all any more...maam :)

Cook County State's Attorney Richard A. Devine requests that Cook County Presiding Criminal Court Judge Paul P. Biebel Jr. appoint an expert to determine if there was legally still time to investigate allegations of torture by former Chicago Police Department Commander Jon Burge and officers in his unit. Devine's move came after a group of lawyers and activists filed a petition asking for the special prosecutor. According to advocates, at least 66 people, mostly African American, allege that Burge and officers under his command inflicted beatings, death threats, electric shocks and chokings to elicit confessions.
