The 2003 increase, however, is below the 3 percent rate of economic growth and below the average annual one percent growth rate in emissions since 1990, the report said. Emissions of carbon dioxide and methane, which are produced from burning fossil fuels such as coal to generate electricity and are believed to contribute to global warming, increased by 0.8 and 0.5 percent respectively.
