þ GENEVA, Dec 14 (KUNA) -- U.S. Deputy Assistant Secretaryþ
þof State Mark Lagon said that the continued role of the coalitionþ
þforces in Iraq is to further human rights by the removal of Saddamþ
þHussein's regime.þ

þ He added, in a press conference here, that the United States is committed þ
þto the principles of discrimination on the use of force; it deals with þ
þthose people who are combatants and tries to shield and minimize the harm þ
þto non-combatants and civilians.þ

þ "The US is very committed to international humanitarian law whichþ
þis sometimes called the law of the war, and there are cases in theþ
þintervention of the coalition in Iraq where there should be dueþ
þdiscussion on whether those limits on collateral damage have beenþ
þimplemented", he added.þ

þ Lagon stressed that there are those who threaten the citizens ofþ
þIraq and the coalition forces with terrorism.þ
þ In those cases, Lagon said the coalition has used military meansþ
þto deal with that, but to the largest degree possible, the coalitionþ
þhas tried stand by the standard of minimizing collateral damage inþ Iraq.

Concerning the man who uttered this outrageous tripe to reporters in his press conference:
Mark Lagon, a member of the State Department's Office of Policy and Planning, was associated with the Project for the New American Century and the American Enterprise Institute (AEI) before entering the administration. He has worked closely with a number of key right-wing figures, including Rep. Chris Cox on the Senate Foreign Relations Committee and Jeane Kirkpatrick at AEI. (1)

He is the author of The Reagan Doctrine: Sources of American Conduct in the Cold War's Last Chapter and has written several articles for The National Interest, Philanthropy (the magazine of the right-wing Philanthropy Roundtable), and Perspectives on Political Science.
