President Gets to Fill Ranks of New Intelligence Superstructure
Reform Legislation Is Set to Be Signed Into Law on Friday

By Walter Pincus
Washington Post Staff Writer
Thursday, December 16, 2004; Page A35

President Bush is searching not only for a new director of national intelligence to become his chief adviser on intelligence but also for three other senior officials who will work atop the new organization created by the intelligence reform act he is scheduled to sign into law tomorrow.

Along with the job of the intelligence director, or DNI, there is to be a principal deputy DNI, a director of a new national counterterrorism center, and a general counsel to the DNI, all of whom must be presidential appointees subject to Senate confirmation.

In addition, the new chief information officer for the DNI, who is to put together a computerized information-sharing system for the 15 agencies that make up the U.S. intelligence community, will also be a presidential appointee confirmed by the Senate, under a provision of the fiscal 2005 intelligence authorization bill.

Further, the intelligence reform bill requires the president to name a chairman and a vice chairman of the Privacy and Civil Liberties Board, which will review regulations and policies related to the war on terrorism. They, too, are subject to a Senate vote....

2. This is getting nominated for the front page
This is a great article about the private takeover of the intelligence community. Bush isn't ever TRYING to hide the takeover. Anybody losing sleep yet?

4. It was all in the intelligence reform bill that the senate passed.
All of his placements are still subject to a senate vote. I don't know how much that really matters anymore. After all, this bill did pass the senate by an 89-2 margin.

8. Byrd & Inhofe voted Nay
Snips from CNN:

"The only votes against the measure in the Senate were those of Democrat Robert Byrd of West Virginia and Republican James Inhofe of Oklahoma.

Byrd said he objected to the inclusion of what he called Patriot Act-style law enforcement provisions in the bill and denounced the "misguided rush to judgment" in its passage.

"We are allowing ourselves to be lulled into the fallacious belief that we must accept this bill or risk its not passing next year, with some even suggesting that a terrorist attack could result without it. That's nonsense, and don't you believe it," Byrd said.

The American Civil Liberties Union said the bill includes "Patriot Act-like provisions" inserted at the request of House members after immigration provisions that contributed to the delay in the House were removed.

"This restructuring will centralize the intelligence community's surveillance powers, increasing the likelihood for government abuses, without creating sufficient corresponding safeguards," an ACLU statement said.

The group said an independent review board established to protect civil liberties was weakened in the final version.

The inclusion of standards for driver's licenses, the group said, "lays the foundation for a de facto national ID card."

11. I hope they do try and slip another Bernie in.
I haven't seen the press have this much fun poking a wounded animal with a stick in years. Normally I would defend the wounded animal, however, Bernie being the rabid type gets no rescue from me.

It's almost as if the media is revolting against having been castrated for so long. Now that it has a chance to attack the administration (indirectly of course) and not have to worry about backlash they are having frenzy. The fact that Bernie seems to have an almost bottomless pit of sins is a definite bonus. :eyes:
