I know that this article has an April Fool's Day dateline, and that it references a governmental warning "to be on the alert for suspicious Afghans," but it isn't a joke.
Maybe the article's inaccurate, but doesn't appear to be a joke.

Friday, April 01, 2005
Daily Times Monitor (Pakistan)
LAHORE: The Interior Ministry has directed provincial governments and the authorities in Islamabad to increase security around the country’s nuclear installations against the backdrop of reports that Indian and Israel intelligence agencies were spying on them, BBC Urdu Service reported on Thursday.
According to the ministry, Indian and Israeli intelligence agencies had trained 25 Afghans in Kabul and sent them to Pakistan to glean information about its nuclear installations. The ministry wrote a letter to home secretaries and the Islamabad chief commissioner on March 5, warning them to be extra vigilant, according to BBC.
The ministry wrote that another group of Aghans was also being trained in Kabul and that two Afghans namely Hazrat Ali and Haji Zahir had been assigned to recruit spies. The ministry said that the Indian government had supplied fake Pakistani currency to the two Afghans. The ministry directed the provincial governments to be on the alert for suspicious Afghans and send regular updates on their measures in this regard.
