Japan endorses constitutional change
A Japanese parliamentary committee yesterday endorsed a landmark report that urges revisions to the country's post-World War II Constitution, including changes to its pacifist provisions.

The war-renouncing Constitution -- drafted by US occupation forces and unchanged since 1947 -- bars the use of military force in settling international disputes and prohibits maintaining armed forces for warfare.

The Japanese government has interpreted that to mean the nation can maintain troops for self-defense, which have developed into one of the most modern, best-equipped militaries in the world.

Who wants to leave all the killing fun to Republicans?

1. This is good for them and us.
It's about time they changed it. They rely on the US for their protection. Hopefully they can take more on their own, and not be intimidated by China and NK as much.

2. Does anyone else think ...
This is being done as a direct result of Bushco's "rule the world by force" policy? Maybe the rest of the world isn't going to roll over and play dead while we invade ... well ... everywhere!

I'm starting to fear that WWIII is coming and we're going to be on the receiving end of a major ass-kicking! :scared:

3. No this has been debated in Japan since the First Gulf War
Though there is a little more impetus now since North Korea has screwing around and the possibility that the UN may enlarge the Security Council. The Japanese believe they are a shoe in if they add a seat for Asia. So they believe it helps there case if their troops can actually leave the country if peacekeepers are needed or if the UN needs troops to fight an action somewhere.

5. All good points

Especially about the need to demonstrate a readiness to contribute troops in peacekeeping operations. Still, I don't know how Japan expects to have a shot at the permanent seat what with China being set against such a development.

I also believe that Japan's interests will soon diverge from those of the United States and thus will need to sever its reliance on US patronage. The moves to effect this change have been afoot for years but it is still a bit shocking to see things picking up steam.

But, the government is moving in baby steps; this panel does not advise revoking Article 9:

The 700-page report said the majority of panel members supported keeping the war-renouncing Article 9, but stressed the need to spell out the right to self-defense and the Self-Defense Forces, Kyodo News agency reported. They also agreed to specify the definition of defense emergencies and a framework for regional security in Asia.

I think the headline is bad as it implies that the panel endorses revoking Article 9.

4. I think it's due to policy, but for a different reason.
I think Japan can tell that we aren't reliable anymore.
