Timothy Rand is officially a disadvantaged multimillionaire.

Rand owns a piece of the Casino Queen riverboat and sank $3 million into the now-stalled Rosemont casino.

He was a large part of a $4 million effort to rescue a South Side bank. snip

But the City of Chicago has another term for Rand:

Disadvantaged.

Thanks to that special status, Rand and his brother, both 56, own about half the restaurants at Midway Airport, including Harry Caray's, Superdawg, Manny's Deli and Miller's Pub. This allowed the city to meet federal goals that at least 30 percent of its airport concessions are owned by disadvantaged black business owners.
