Iraq govt says constitution complete, will be passed


BAGHDAD (Reuters) - A final version of Iraq's constitution has been completed and the document will be approved later on Thursday, said government spokesman Laith Kubba.

He told reporters parliament did not need to formally meet to approve the charter because it had effectively been passed on Monday.

Iraqi lawmakers had said they would allow three more days for a review of the document in order to try bring Sunnis opposed to the deal on board.

Sunnis, who have remained fiercely opposed to the charter, say it could lead to civil war.



Seems like we are getting some conflicting stories?

1. Conflicting stories:
because several competing camps are trying to control events.

Clearly some shi'ah are leaking this story to generate pressure for an actual vote. The other stories were done for the same reason on the other side.

Confusion over Iraq constitution

There was confusion today over the status of Iraq's draft constitution
after rival sides gave opposite accounts of the document's readiness to
be put to the country in a referendum in October.

Government spokesman Laith Kubba told reporters that a final version of
the document - which was originally due to have been finalised by August
22 - had been completed and it would be approved tonight.

He said parliament did not need to formally meet to approve the deal
because it had effectively been passed on Monday.

A Sunni member of the constitutional panel, however, said the process
was still deadlocked.

Effectively passed? They are not even keeping up a pretense of legitimacy.

9. My confusion
The constitution was passed....even though it was not even finished. and you cannot debate or discuss it - because it has already passed.

They should of just kept the old constitution.......but of course - America hated that one - it was too socialist.

10. It's not a done deal yet
It still has to be voted on by the people of Iraq, and the requirement is that it has to receive majority votes in 13 of the 18
provinces of Iraq.

The big catch, the Sunnis have a majority in 4 provinces. So unless the "Negroponte" squads start going out, this Constitution won't get passed without the Sunnis.
