LAT/AP: CIA Panel: 9/11 Failure Warrants (disciplinary) Action
CIA Panel: 9/11 Failure Warrants Action
By KATHERINE SHRADER, Associated Press Writer

WASHINGTON -- The CIA's independent watchdog has recommended disciplinary reviews for current and former officials who were involved in failed intelligence efforts before the attacks of Sept. 11, 2001, The Associated Press has learned.

CIA Director Porter Goss now must decide whether the disciplinary proceedings go forward.

The proceedings, formally called an accountability board, were recommended by the CIA inspector general, John Helgerson. It remains unclear which people are identified for the accountability boards in the highly classified report spanning hundreds of pages. The report was delivered to Congress Tuesday night.

Following a two-year review into what went wrong before the suicide hijackings, people familiar with the report say Helgerson harshly criticizes a number of the agency's most senior officials. Among them are former CIA Director George Tenet, former clandestine service chief Jim Pavitt and former counterterrorism center head Cofer Black. The former officials are likely candidates for proceedings before an accountability board.

The boards could take a number of actions, including letters of reprimand or dismissal. They could also clear them of wrongdoing....

1. As long as Republicans are in the position to make these decisions,
everything is going to be buried under the rug. We're just going to have to reopen everything after the next election.

6. He didn't fall on his sword.
Although it appeared as such.

The actual truth is that he was only too happy to accommodate any and all, ahem, special requests.

9. Doesn't Tenet come across like such a lapdog?
How did a "yes" man make it to such a high position in the CIA?

5. Could this be the reason they are singling out Cofer Black?
Black was fired by Rumsfeld after being highly critical of the failure of the Bush Administration to capture Bin Laden at Tora Bora.

10. Wasn't Black fond of the torture techniques at Gitmo, though?

Wasn't it he that said it was time for the "gloves to come off" or something like that?

This says he quit:
http://www.cnn.com/2004/ALLPOLITICS/11/05/security.chief.reut/index.html

"He informed the State Department a few weeks ago that the transition period after the election would be the right time for him to explore new professional opportunities," State Department spokesman Adam Ereli told Reuters.

He plans to leave the government in a few weeks, added Ereli, who did not know what Black would move on to.

Black, a former CIA career official, helped carry out Bush's hard-line anti-terror policy and was often the public face of the war the president declared on terrorism after the September 11, 2001 attacks.

In September this year, Black drew criticism from Democrats for suggesting that the mastermind of those attacks, Osama bin Laden, could be captured soon.
