Curbing a nearly 20-year effort by Iran to acquire nuclear weapons, disentangling Lebanon from Syrian control and inserting a U.N. peacekeeping force in the genocide-ridden Darfur region of the Sudan are the three most pressing challenges facing the United States today, the country's ambassador to the United Nations told a University of Delaware audience Monday evening.

John Bolton presented his conclusions during a lecture in the university's 2006 Global Agenda series, "Hidden Dangers: Global Challenges Below the Radar."

To meet its challenges, the United Nations desperately needs reform, Bolton said, which is something he hopes to help achieve as its U.S. ambassador. Bolton was sworn in during a congressional recess in 2005, after a political battle over his nomination that focused on his stinging criticisms of the multinational organization.

"The U.N. is an institution that has played an enormous role and has the prospect of playing a role in the future," he said. "Now, it's a troubled institution in governance, in effectiveness and management."

What is a recess appointment?

• The president has the power to make a temporary appointment to fill a vacancy for a federal post while the Senate is not in session or is in "recess."
• Unlike other presidential appointments, recess appointments do not require confirmation by the Senate.
• The power to make recess appointments is granted in the U.S. Constitution. Article II, Section 2, Clause 3 says, "The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session."

8. One way we could reform the UN...
...is for the USA to cough up the nearly $1bn in unpaid dues it owes so that the UN could afford to do its job. Another would be if the member nations didn't send the UN on impossible missions, with little equipment and no mandate. A third would be if the UN was actually representative of all its members, and not just the cozy club of "great powers" that manipulate its agenda for their own ends.

11. I can't imagine Bolton having a whole lotta influence on the U.N. when
his tenure is rather temporary. On the other hand, if it looked like he'd be there a while, then maybe he'd be a real threat.

The only thing I can figure is the * administration wants one of two things: either the U.N. becomes a handmaiden to this regime or the U.S. continues to refuse to fund the U.N. via its dues.

14. GIve the devil his due
Regardless of one's opinion of Mr. Bolton it is undeniable that the UN is a troubled institution. The noxious example of the UN Human Rights Commission alone illustrates just how low the UN has sunk. The blatant, petty corruption by Kofi Anin is shameful - on a par with what Duke Cunningham did. Just because you don't like Bolton, it doesn't mean his statements (at least on this topic) are not 100% on target
