Canada-U.S. disaster (9/11) drill a flop
Edited on Mon Nov-17-03 07:10 AM by dArKeR
Ottawa — The biggest counter-terrorism exercise since the attacks of Sept. 11, 2001, was plagued by poor information sharing, the absence of key Canadian departments and bothersome technical glitches, internal government memos reveal.

A major problem exposed by Exercise Topoff 2 was a lack of cross-border communication between some Canadian and U.S. officials due to the recent shift of many American personnel into the new Department of Homeland Security.

The issue of faulty links will “need to be resolved” as the huge U.S. department “matures and develops its own working procedures,” says a Canadian report on the five-day exercise last May.

1. I don't suppose anyone figured this could have anything to do with Bush

. . and his refusal to visit Canada, or have our PM down there - eh?

. . NOT that I want your King up here, quite the contrary ! !

. . sorry to be so mean, but your can KEEP ur Coward Cowboy !

( my apologies to real cowboys)

I believe there's alot of "attitude" in ur government people ( and yaaah, - some of our gov't people have "attitude" too, granted) that contributed to this "failure"

and I'd be suprized to see any REAL co-operation and efficiency as long as ur King George is at the throne -

Just My Humble Canuk Opinion

2. I suspect most want this sort of thing to be effective
...There was a lot of work done in the mid-90s to take care of all the problems spotted during the Wild Atom exercises -- much of the same problems mentioned here, e.g. communication and command authority issues. Of course, I expect all of that work was ruined by the reshuffling nightmare of the DHS as well.

Topoff.... isn't he on the line for the Red Wings? ;)
