'Severe' Cuts Needed, Schwarzenegger Says
Governor Proposes California Borrow Up to $15 Billion

SACRAMENTO, Nov. 18 -- California Gov. Arnold Schwarzenegger (R) unveiled key parts of his plan to solve the state's budget crisis Tuesday, proposing as much as $15 billion in borrowing and strict new limits on government spending.



On his first full day in office, as the Democratic-controlled legislature convened a special session at Schwarzenegger's request, the new governor also said "severe" budget cuts will be necessary to help erase California's huge budget deficit.

State Sen. Tom McClintock, a prominent GOP conservative who also ran in the recall race, denounced the governor's proposal Tuesday as financially irresponsible and unconstitutional.

"It's morally reprehensible for one generation to party hearty and then hand the credit card over to the kids to pay off," McClintock said. "His campaign promise was to reduce spending. A bond measure is a tax increase on our children. They are going to have enough problems in the future without having to worry about paying this off."

1. sounds like McClintock is gunning for 2006 ....

although McClintock should drop the "future" part and said it affects them right now because most voters don't give a damn if the kids are stuck with a huge tax bill

I'll enjoy how Schwarzenegger and the Repukes will try to justify this ... "these are the key parts of Schwarzenegger (puppetmasters) plan and we didn't revel because we were running ads critizing Davis and Dems for planning to do the same thing during the recall"

i admire his tactics for pigeon holing the schwarzenclown approach.
he gives himself a one liner to campaign on -- and a good one.
i don't agree with it -- but he has a razors edge with his comments that's easy to communicate.

P.S. I thought you said there was "fat" and "waste" in the budget. If the only way to fix it is "severe cuts," then you were completey wrong about your political opponents.

9. Enron OWES us that $9 billion
Ken Lay and Dick Cheney ripped us off. Davis was suing Enron on behalf of California consumers and Ahnuld said he didn't want to have any "litigation" pending. Instead he repealed the car tax increase, adding over $4 billion to our deficit. So far he's just doing a GREAT job.
I voted NO on the manufactured recall. I feel incredibly disenfranchised, sort of reminiscent of 2000.
This is ALL about stealing 2004.....here come the voting machines.

10. Wait a sec!
Last I read the California budget defecit had been reduced to $8 Billion. What is this $15 billion in cuts and borrowing for? Fill me in if I am missing something but that number dosen't seem right!

11. Repeal of the increase in car license fees
added $4 billion and then there was a re-adjustment in estimates of the deficit. That's my understanding but I haven't checked the figures in the last week or so.

13. Heh heh. And here's where
Arnie's note comes due. He had a great victory. He tried to avoid promising anything, or even taking a stand on anything, as I recall.

Now he gets to break the hard news to the hopeful Californians. Sorry Charlie. There will be cuts across the board, from dog catchers to street sweepers. Schools will be hit hard. Teachers' pensions will be hit hard as Cal Pers is underfunded.

It will no doubt be an interesting story over the next few months.
