DHS Circumventing No-Bid Contract (Congressional Interference)

Department of Homeland Security Circumventing No-Bid Contract for Identity Credentials

The Department of Homeland Security, bowing to protests from companies in the identity credential business, has negotiated a way to circumvent a requirement for a no-bid contract imposed by Representative Harold Rogers, Republican of Kentucky.

Instead, the department said it would have an open competition for the right to produce all aspects of the new Transportation Worker Identity Credential.

The American Association of Airport Executives, the group for which Mr. Rogers had tried to reserve the work, will be able to bid like any other vendor.

And, amazingly enough, the AAAE "Good Government" Committee, gave Congressman Rogers $3,000 in 2004.

3.  DC: Everybody has a price and it's heavily discounted
There's a lot of competition for the bucks so the price you sell out is getting lower and lower.
