Police Spot Troublemakers in Bush Protest Crowd
http://wireservice.wired.com/wired/story.asp?section=Breaking&storyId=800531&tw=wn_wire_story

(Reuters) - Police said on Thursday they had spotted several known troublemakers in the crowds protesting against President Bush's visit to Britain and would try to neutralize them.

"A number of well-known faces are about and we won't be at all surprised if they try some sort of concerted action later today," Deputy Assistant Police Commissioner Andy Trotter told reporters as the capital braced for a major protest march.

"A number of the ones that cause real problems don't march at all, they may lurk around in central London waiting to cause problems later in the day," he added.

Trotter said some of the people had been spotted during minor demonstrations on Wednesday, when 29 people were arrested for mainly minor offences.

He said some of the people who had been spotted had been known to the police for years, and in some cases the threat of violence might not even materialize.

8. As Bobbies don't carry guns, my guess is that neutralize means
getting beated with a baton.

2. A new policy of...
...pre-emptive arrest. You didn't actually do anything, but based on your prior pattern of behavior, you might do something similar, therefore...

Later,

5. I thought this was a rather revealing statement about the "troublemakers"
"He said some of the people who had been spotted had been known to the police for years, and in some cases the threat of violence might not even materialize."

Ummm...if they've never done anything for years, why are they troublemakers?????
