Fox Begins Visit in Immigrant-Friendly Utah
Mexico's president is welcomed by the state's political elite and hailed by his countrymen.

WEST VALLEY, Utah — Mexican President Vicente Fox kicked off a four-day U.S. visit Tuesday by decrying congressional proposals to build a wall to keep illegal immigrants in Mexico, saying that "we won't resolve this problem with fences, but hand in hand, working together."

Fox told a cheering crowd of 1,000 Mexicans and Mexican Americans — some of whom had come from as far as Montana to hear him — that they helped keep the U.S. economy running and displayed the hard work and honesty that did their ancestral country proud.

The Senate is expected to vote Thursday on immigration legislation that may allow many of the 12 million illegal immigrants now in the country to remain, a proposal that conservatives in the House have vowed to block.

Analysts say the current environment makes Fox's trip a risky undertaking.

"He's shooting himself in the foot — with a machine gun," said George Grayson, a Mexico expert at the College of William & Mary in Virginia. "The last thing senators and representatives in Washington want is someone from abroad telling them how to legislate."

Labour Movement
Mexican labour law gives the government the power to stop formation of independent unions, to ban strikes or to declare them "legally non-existent," which leaves strikers no protection from being fired. 9 The PRI has exercised almost complete control over unions, and most efforts to form independent unions and bargain collectively led to terrorism against independent organisers.10 In maquilas (or maquiladoras, factories that produce for export - see discussion under Convention Article 11 - Employment), employers and local officials have thwarted attempts to organise unions. 11 The PRI dominance and constraints on the labour movement have led to a decrease in workers' real wages.

Attacks Against Journalists
In recent years the Mexican press has become more independent and more critical of the authorities. Journalists have taken on drug traffickers and exposed government wrongdoing. At the same time, attacks and harassment of journalists have increased, and there often is a link between the authorities and the murderers
Poverty

More than half of Mexico's population (50 million out of nearly 94 million) suffers from malnutrition, one of the main results of poverty

Scores of prisoners of conscience were detained. Human rights defenders and journalists were victims of death threats, attacks and other forms of harassment. Torture and ill-treatment by the army and police were widespread. At least 30 people “disappeared” and scores of people were extrajudicially executed.

Three Church Workers Wounded in Attack on Bishops Ruiz and Vera

On November 4th, the PRI-backed paramilitary group Paz y Justicia carried out a machine-gun attack against a caravan of church workers and officials from the Diocese of San Cristobal de las Casas, including Bishops Samuel Ruiz Garcia and Raul Vera Lopez. The attack left three people seriously wounded, and caused new fears to emerge about the future of the peace process in Chiapas.

6. As you point out, Mexico's problems did NOT begin with Fox
The first two reports you posted deal with abuses that happened under PRI. That's the party that held power from the end of the 1910-1920 Revolution to Fox's election. (PAN is his party.)

The report from Chiapas is dated 1997--also under PRI. And it is specifically tied to PRI-backed paramilitary groups.

you sure couldn't tell things were improving in Mexico by the amount of people illegally crossing the border

12. ah, explains the protest
I drive past the govenor's mansion on my way home from work and there was a protest there last night. About 100 people with signs...things like "what border did you sneak over?" I wanted to stop and engage them or at least yell "the same one your ancestors snuck over" but they looked like freeper types (the local paper this morning reports they are Utah Minutemen) and I decided not to waste my time.

Some people are beyond hope. http://www.sltrib.com/ci_3858360 (I love when they say they are not racist...yeah...right.)
