Spanish media reported earlier on Thursday that the letter was of a threatening nature.
"We have confirmed that we have received a letter, but not confirmed that it was a threatening letter," Cox's spokesman told Reuters.
"It looks as though the letter came from ETA," he said, adding it had been reported to the Spanish authorities.
ETA has killed nearly 850 people in a three-decade campaign for an independent state it wants carved out of Northern Spain and southwest France. The group has been listed as a terrorist organisation by the United States and the European Union.
