Paul Bremer, the chief American administrator in Iraq, said attacks would continue for the foreseeable future. "As the process of democracy moves forward they may try to attack the institutions of democracy," he said.
Faced with almost daily attacks by suspected loyalists of Saddam Hussein, America and Britain decided earlier this month to redesign their "exit strategy" and hand over power to an interim Iraqi administration at the end of June.
The new timetable for self-rule was set out on Monday in a letter to the United Nations Security Council from Jalal Talabani, a Kurdish leader and the current head of the US-appointed Governing Council
