Presidential hopeful Wesley Clark told about 350 people at the University of Wisconsin-Green Bay Tuesday that he’s the right person to beat President Bush in 2004.

“All over the country people have lost jobs and are out of work,” he said. “This nation is in an employment and health-care crisis.”

Clark laid out his plan to put $40 billion into homeland security, send $40 billion back to states to use to create jobs and boost education, and $20 billion into employer tax credits to allow small businesses to hire more employees.

That $100 billion over the first two years will come from asking American families making more than $200,000 to give back the Bush tax cuts, Clark said.

“With the Bush cuts we’re saddling our children with trillions of dollars of additional debt,” he said. “If you don’t do something there isn’t money to find $100 billion for jobs,”

Clark also is calling for a revision of the tax code to keep businesses and jobs in the United States as well as tax incentives to keep jobs here.More
