7. Well, they probably don't realize how stupid it makes them look

They probably just got so excited at the prospect of arresting an Arab that they forgot, if they knew, that these dolls would be EXTREMELY offensive to even the most lukewarm jihadi.

For one thing, very fundamentalist Muslims object to anything that depicts a human being. And those who don't realize that Agent bin Laden is a CIA employee would be doubly outraged and horrified at the doll dancing and singing. The dolls are making fun of Saddam and Osama, not honoring them or glorifying them.

Oddly, it is Israel who ends up looking like they are inexplicably going all out to protect the two gentlemen from mockery and ridicule.
