Teeth Gritted, Bloomberg and DeLay Mend Fences

t began last summer when Mayor Michael R. Bloomberg complained that a federal transportation bill being championed by the House majority leader, Tom DeLay, would shortchange New York by hundreds of millions of dollars.

It intensified, and grew personal, almost by accident this fall, when Mr. Bloomberg suggested in an offhand remark that New Yorkers might want to think twice before making campaign contributions to Mr. DeLay because of his position on the bill.
