Carter Says Claim That North Korea Cheated `Completely False'

Nov. 3 (Bloomberg) -- The Bush administration claim that North Korea cheated or reneged on a 1994 agreement with the U.S. to freeze its nuclear program is ``completely false and ridiculous,'' former U.S. President Jimmy Carter said.

Carter, a Democrat who helped broker the agreement with the North Koreans on behalf of then-President Bill Clinton, said the pact was ``observed pretty well by both sides'' for eight years.

``It lasted until 2002 when the United States in effect abandoned that agreement and branded North Korea as an axis of evil,'' Carter, 82, said in an interview to be broadcast this weekend on ``Conversations with Judy Woodruff'' on Bloomberg Television. Carter also said the U.S. further undermined the agreement by condemning summit meetings that took place in 2000 between North Korea and South Korea.

President George W. Bush said on Oct. 11, two days after North Korea tested a nuclear bomb, that the 1994 agreement ``just didn't work.'' Secretary of State Condoleezza Rice on Oct. 10 said the North Koreans ``cheated'' on that agreement.

Mountains of lies for which the world pays and will be paying for decades to come. Frankly, I wouldn't want to be the democratic president who will be entrusted with cleaning up the godawful mess Bush has made.

...to come forward with this?

Now, it's too late as the concept that "Clinton failed with his agreement with NK" is so ingrained in the electorate consciousness after being repeated every 20 minutes on FOX. :(

8. I think it is common knowledge among people who know what
they're talking about - NK put the facilities under UN watch, locked up their fuel rods, etc., as required by the treaty. They then moved on to experiment with other nuclear research, light water reactors, not covered by the treaty -- facilities that cannot be used in nuclear weapon production.

But to the general public, nuclear is nuclear.

It's on the same lines as "Saddam would not allow UN inspectors in". A blatant lie, obvious because before the war started we had to warn the UN inspectors to leave. We claimed that the Iraqis kept moving their WMDs around, just before the inspectors got to those sites - the same inspectors that we later said didn't exist.

Nobody pays any attention.

9. Right, just like 'Iran not complying with the Security Council requirements.'
No one mentions that any such compliance would be voluntary since Iran is already in legal compliance with the requirements of the Non-proliferation treaty.

14. I do not believe that ANY of the accusations against the so called
axis of evil have been proved. I do not know it this is 100% correct, but the preponderance of accusations are pattenly false.

11. Carter is right of course. There were some articles
in the press at the time concerning Clintons/Carters work on bringing No Korea to the table. It was hopeful that the No and So Koreans were coming together on common ground, thanks to Clinton's efforts. Bush's declaration of the 'axis of evil' was a stunning blow to hopes of peace in that region. Sure, the public took notice when Bush's spin, in essence, created another enemy of the US. It was a deliberate and well designed upset of the peace process. Bush's warmongering has ruined this country's chances for peace with so many nations.
