It would not be difficult to prove that the intent was to annoy and harass; and even if she didn't call the hotline, "Dr" Laura is guilty of abetting felons.

give his opinion. Yes, it could be a felony if her beaconing results in jammed phone lines. That is, you have First Amendment rights to free speech BUT you cannot shout "Fire" in a crowded theater. At the very least, this bitch is vulnerable to a charge of conspiracy to commit interstate telephone harassment (this is the charge that stuck in the New Hampshire cases).

Conspiracy to violate the civil rights of voters can be hard to prove in a case of this kind. But a telephone harassment charge is much, much easier to convict on.
