But there comes a point when personal embarrassment should overcome his sore loser instincts. Burns can't be seated in the Senate without a certificate of election issued by the Montana Secretary of State (or whoever it is that certifies elections in Montana), and the certificate of election for this race will go to Tester. At that point, if Burns is still of a mind to do so, he can contest the result and go through the legal machinery, which will basically serve to validate Tester's election.

I suppose if Burns wants to, he can go the whole "come and get me, coppers!" route and hole up in his Senate office. At that point, I'd call the bricklayers and seal him in.
