Bush to make a late morning statement

WASHINGTON (CNN) -- After meeting with his Cabinet, President Bush will make a public statement this morning from the Rose Garden.

Bush will make his remarks at 11:35 a.m. ET. He then breaks bread with House Democratic leaders.

Rumsfeld was appointed.
There's a big difference.
No one can make Cheney resign unless he's indicted or impeached and convicted.
It's his choice, just like any other elected official.

Not so for Rumsfeld who was appointed.

15. I don't think so. Cheney doesn't have to be approved by the Senate.
Cheney was elected as part of the ticket, and yes, Bush asked him to be on it. The V.P. is a Constitionally elected position.

The Vice Presidency is a constitutional office. While the President can persuade the VP to step down, he can not be fired except through impeachment.

This is for historical reasons. As originally written, the College of Electors cast votes for the presidency. The person with a majority of votes became President. Then a second ballot was cast among the remaining candidates, and the winner there became the Vice President and thus President of the Senate and the highest ranking member of Congress. Political rivals would thus control two opposing branches of government, forcing cooperation and stalling any power grabs. The problems this caused between John Adams and Thomas Jefferson led to the ratification of the 12th Amendment in 1804, which allowed for the election of both President and Vice President as a single ticket. Otherwise, the authority of the Vice President as chief legislator and his (theoretical) independence from the Executive branch remains intact. He most certainly can not be fired by the President.

It's the best way to position her for a 2008 run. Plus Uncle Dick without Rummy, would now be a voice crying out in the wilderness. Maybe he should just stay there and shoot anything that moves!

just announced on CNN. Webb wants to make victory speech but they don't know when Allen is going to concede. Some more of repubs putting us in line, so to speak! "Webb will just have to wait till I get good and ready to concede". No, he didnt say this but I'm sure it is what Allen is thinking.

37. Very brief....
He laid out what he wants Congress to do before recess, what he wants to new Congress to do, and that he's instructed the Cabinet to brief incoming members.

He really didn't have a lot to say -- his body language said A LOT more.
